Whereami has support to set the upstream proxy for oops by using a line like:

<p>I have been using a similar setup, now using NetwrokManager and a small script that adjust a couple of setting depending on where I am.</p>
<p>For the web I used to use tinyproxy but have recently been trying out privoxy. Then I just change the config and restart the proxy when I move networks. In that way all proxy settings can be put at http://localhost:3128/ I can also use this for gaim as well!</p>

<p>For proxying there is the "setproxy" helper script which works with either Oops or squid. I know it seems kind of overkill to run Squid on your laptop, but that's the one I use myself now as Oops seemed to be kind of flaky.</p>
<p>This means that I have my browser always using localhost:3128 for the proxy, and what the proxy uses for upstream gets adjusted. It also means that it doesn't matter whether I'm using wget, firefox, opera, apt-get or whatever - I can set the proxy for all of them to the one thing, but at the different locations the proxy "just works".</p>
